Gov Ritter’s Amendment 35 Budget Cuts May Cost Me My Job

About a week and a half ago we heard news that Colorado Governor Bill Ritter was going to make a big announcement about budget cuts in order to balance the budget that is $320 million in the hole. What was worrisome was that he was eying Amendment 35 monies to help fill it (among many other programs). Colorado Amendment 35 is the tobacco excise tax that was voted and approved in 2004 to go to health programs and specifically to combat the burden of tobacco in our community. It is also how my program at the health department is funded to do comprehensive, population based work to address the tobacco tolls in our local community.

Well, he made the announcement that they would be looking to cut $7 million from the STEPP -State Tobacco Education and Prevention Partnership- portion of A35. That means that his budget cuts could cost me my job!  This is after they already took $8 million earlier this year.  If they were to take an across the board cut that would mean about a 57% cut to all grantees. This is not the worst of it though. They underestimated the amount in grant reversions that would return to the state and so they are now looking at approximately $10 million in cuts. Then, lo and behold, maybe the estimates for the 09-10 year are low too, so let’s plan on $13 million. Sure, why not. That’s only an 80% cut.

What I don’t understand is why they allowed for the loophole which lets them use tobacco tax funds in a “declared fiscal crisis” to go to the general fund. The people who wrote Amendment 23 for K-12 education were smart and didn’t allow for that kind of pilfering.

The tobacco companies must be laughing their heads off. This seems like deja vu to the Master Settlement fiasco where they did a similar tactic and securitized funds that were meant to offset the health care costs from tobacco use and used them in general fund projects like building roads.

Anyway, our  fate will be decided on October 1st with stop-work orders probably being issued. There is no way with an 80% cut that FTE can be spared as it -mostly- was with the 8 million dollar cut. It seems crazy that in order to “balance the budget” you would create so much unemployment in its wake that will have to be paid out from some other pot (Federal and State Unemployment). What’s the saying? Rob Peter to pay Paul? I think that’s about what it comes down to. Take from a program that is funding itself -and voter approved- to pay for programs that don’t (and aren’t).

Britton and I have been talking about what this could mean for our Puerto Rico plans. It could either mean going there much sooner or much later depending on how we work it. We have to look at challenges like this as opportunities. If we don’t we could go crazy trying to figure out the insane “logic” behind decisions like this.

Sink or Swim Style

This week I have been setting up a training program at work.  I had to get a QA (quality assurance) environment up and running using the manual (RTFM).  I got it going which is good.  Now I have a list of people that need logins to access.  Once that is done I can learn about the very thing I just setup.  How odd is that?  Shouldn’t I take the training first?

I’ve learned that the way I thrive the best is ‘sink or swim’.  It is a very painful way to learn, but its how I do it.  Its how I learned to use computers, its how I learned to drive, frame basements, plumb, put in sprinklers, program computers, play guitar, and play video games.  If I am under pressure to do something I can do it.  There hasn’t been anything in life I haven’t been able to learn.  This relates to the post about risks.  I will do whatever it takes to succeed.   Heck just the other night I rode a girls bike home in the pouring rain to ‘make it work’ for everyone.  And you know what?  It turned out to be a super cool night.

Here is a song that relates to what I am talking about.  The style may not suit everyone at first; but I think the meaning and the energy matches perfectly. Tool – Aenima (right click and save as, unless you are easily offended…Seriously).   Its odd that I think this will ‘scare’ some people away due to its intensity.  It might.  But that is what I feel before I attempt something I am unfamiliar with.  I go all out.  And when you look at the lyrics to the song, it is all about being able to do for yourself and not on the system and some false idol.  Still,  Cassie will not approve 😉

I am not  depressed or anything, don’t take it to heart.  How else does a person get the energy to shovel by hand 10 tons of rock? These songs give me the energy to!

I’m a Radio DJ!… (for a day)

Today I was a radio DJ on Pirate Radio Station 104.7 in Greeley. We have a show that the Health Dept (where I work) puts on every week in conjunction with this radio station called 30 Minutes to a Healthier You. The usual DJ, Bobbie (my friend who I went to dinner with last weekend) had to go to a conference today, so she asked if I would mind filling in. I have been a guest on a lot of radio stations but I’ve never been the host, so I got to be a radio DJ for a day!

It was pretty fun and easy. I didn’t have to mess with any of the technical stuff, and I had a script for the intro, midpoint break and outro. The topic was West Nile Virus and all the mosquitoes we have this year. With all the rain it has been pretty bad.

Pirate Radio Station in Greeley is a neat locally owned station that plays a lot of old, oldies (like Sinatra, Billie Holiday etc).  The main demographic are people over 50, but I like a lot of the songs. Once when I was on there as a guest my Grandma called in and dedicated a song to me. It was really cute.

Sitting in the Phoenix Airport

Here we are sitting in the Phoenix Airport just waiting for our plane to arrive. It’s been a good trip. I’ll post some pictures when we get back. It’s somewhat difficult to do that here in the airport. The weather was nice (90s), we went swimming (Britton went every day), and walked around downtown trying out various restaurants. The conference was pretty good.

There were a few snorers but overall it looks like there is some good work going on in the tobacco free movement across the nation. I went to one session that talked about how the tobacco industry tries to pit health advocates against each other, how they try to play both political parties with their rhetoric and put all the onus on the individual user rather than on the product that they make and market heavily. It was pretty neat to be at the conference when they announced FDA regulation even though that was a controversial “win” because it keeps Philip Morris as the industry leader by a large margin.

Overall, it was a nice trip and I think Britton enjoyed it more than the Minneapolis one in late October 2007. Phoenix is an interesting place. They’ve obviously poured a lot of money into revitalization, but there was virtually no one on the streets even on a Friday night. Compared to Denver it looked like a lost city. A lot of the people that worked there said that without the convention center and the conferences there it would be completely dead. I think they are trying to do some urban renewal. Last night Sara and Koabi came up from Tucson to have dinner with us. Phoenix apparently has a fireworks display every Friday night that the Diamondbacks are in town (more$$$!). It was fun watching them on the deck through the water misters at the restaurant.
